The signing of the Memorandum of Understanding between Korea Atomic Energy Research Institute and Central Institute for Continuing Education & Training
On the 16th of April, 2012 in the State Corporation ROSATOM the Memorandum of Understanding between Korea Atomic Energy Research Institute (KAERI) and Central Institute for Continuing Education & Training (CICE&T) was signed. The main objective of this event is cooperation in the field of E&T. Memorandum provides an organized platform to exchange syllables of the courses and seminars, to exchange experts and delegations, to help in organization of technical meetings, scientific conferences, workshops, seminars and working visits to education and training centers.
Korean delegation was made up of the following participants: President of KAERI Mr. Youn Ho JUNG, Head of International Cooperation Team of KAERI Mr.Jeong Kong LEE and Director of Nuclear Training and Education Center of KAERI Mr.Tae Joon LEE. O. O. Patarakin – Deputy Director of the Department for Innovations Management of State Atomic Energy Corporation Rosatom – mentioned that despite the negative consequences of the Fukushima accident the growing number of countries including new coming countries are aimed at the peaceful use of nuclear energy, therefore Korea and Russia having a significant nuclear knowledge and experience are responsible especially for the personnel training. K.P. Popov - the Deputy Director of Department of the International cooperation – Department Head of Asia, Africa and Latin America, noticed that signing of this Memorandum is the first event after the Nuclear Safety Summit in Seoul directed to the strengthening of cooperation in the field of peaceful use of nuclear energy between the Russian Federation and the Republic of Korea.
The ceremony of MOU signing was attended by the Attaché on Education, Science and Technology Korean Embassy in Moscow Mrs.Mee Kyun Shin, Director of Russian Representation of Korean National Research Foundation Mr. Sang Hyun Lim, V. V. Karezin - Director of the project of Personnel Management Department of State Atomic Energy Corporation Rosatom and CICE&T team: Rector Dr.Yu.Seleznev, Director of International Training Center (CICE&T ITC) Prof.V.Artisyuk, Chief expert of CICE&T ITC Dr. Yugai and Specialist CICE&T ITC Ms.Alesya Yunikova.
After the ceremony Mr. Tae Joon LEE and Director of Russian Representation of Korean National Research Foundation Mr. Sang Hyun Lim visited CICE&T in Obninsk where they were informed about training programmes ongoing in CICE&T. Special emphasis was made to the following topics:
- Nuclear Power In Russia (V.Artisyuk)
- Directions of professional and technical education and training activity in CICE&T (V.Aspidov)
- Advanced Fuel Cycle Development: Reprocessed Uranium (A.Dyachenko)
- Price analysis of International Nuclear Programmes (A.Yunikova)
- Glossary Development for the specialists of Nuclear Infrastructure (N.Melekhina)
Mr. Tae Joon LEE noticed that our countries are involved in a global transfer of nuclear technologies and for the vendor it is important to bring up in the new coming nuclear countries the Responsible Customer that is capable of reliable and safe use of imported technologies and the focus now is on the development of cooperation between the Nuclear Training and Education Center of KAERI and CICE&T.

A short introductive training course for Turkish managers and specialists in CICET
3-4 April 2012, CICET in cooperation with Akkuyu Nuclear Power Plant JSC organized a short term training course “Introduction into Russian Nuclear Power Technology” for the group of Turkish managers and specialists from Turkish Atomic Energy Agency, Turkish Electricity Trade&Contracting Corporation and Energy Market Regulatory Authority.
The course included the number of lectures delivered by leading Russian experts on the topics reflecting all the stages of NPP life cycle:
- Nuclear power in Russia (Prof.Artisyuk, CICET)
- Evolution of VVER Technology (Dr. Bykov, Head of Department, OKB “GIDROPRESS”)
- Basic design solutions for AES-2006 Project (Mr. N.Kudryakov, ATOMENERGOPOJECT, S-Peterburg)
- Specifics of NPP Construction Management (Prof. Fedorov, CICET)
- NPP Staff Qualification &Competences (Mr. Bogomolov, CICET)
- Intercultural communication specifics in the field of nuclear industry (Dr.Volkov)
- Management NPP maintenance (Mr. Minaev, Director of JSC ATOMENERGOREMONT)
- NPP decommissioning (Mr.Bakhturin, CICET).
It is the matter of fact, that despite of BOO (Build-Own-Operate) mode of the Akkuyu NPP, the level of localization, i.e. involvement of local contactors is expected to be rather essential. The main objective of this course was to identify the lines and topics for the future cooperation between Akkuyu Nuclear Power Plant JSC and CICET in the field of HRD for emerging nuclear power program for Republic of Turkey. Trainees visited the memorial historical complex First-in-the-World-Nuclear-Plant located in Obninsk which is internationally recognized as the cradle of civil nuclear power technology.

Participation of CICE&T team in the Technical Support Mission in Ukraine
On the 20 th-21 st of February, 2012 representatives from Central Institute for Continuing Education and Training participated as experts in a technical support mission (TSM) organized by the Moscow Center of WANO (World Association of Nuclear Operators) at the Chernobyl NPP (Ukraine) on Knowledge Management at NPPs. The TSM objective was to learn the experience and to create a System of Knowledge Management Control on the Chernobyl NPP.
Participants of this event were representatives from NNEGC "Energoatom", Technical director (Chief engineer) of the Chernobyl NPP A.Bilyk, the personnel of the Training center of the Chernobyl NPP, specialists of Quality management and standardization department, Strategic planning department, department of Management for “Ukritie” and CICE&T representatives, they are Head of Scientific-Methodological Center “Prognoz” E. Volkov and Head of Computer Base Training Department S.Usenko.
During the mission participants discussed the following issues:
- Up-to-date techniques of organizing communication processes (target communication) in companies;
- Defining the essential, valuable and useful knowledge (intellectual intangible assets) of enterprises;
- Collecting, analyzing and distributing the knowledge we have among the staff of the enterprise;
- Keeping the knowledge for the further generations;
- Updating, actualization the knowledge;
- Distributing the valuable knowledge to new employees;
- Concentration of valuable knowledge in case of nonstandard solutions searching, including innovative tasks;
- Increasing the level of enterprise knowledge and generating the new knowledge.

1st International Seminar on Global Nuclear Human Resource Development for Safety, Security and Safeguard in Tokyo
On the 29th of February – the 2nd of March, 2012 the 1st International Seminar on Global Nuclear Human Resource Development for Safety, Security and Safeguard was held in Tokyo. The event was organized by the Tokyo Institute of Technology in cooperation with World Nuclear University (WNU), World Nuclear Association (WNA), Japan Atomic Energy Agency (JAEA), European Nuclear Education Network (ENEN) and International Nuclear Research Cooperation Center, Tokyo Tech. the leader of this programme Prof. Masaki Saito world famous professor and scientist involved in non-proliferation R&D as well as in education and associated international activities.
The main idea of this seminar was to introduce internationally newly developed education programme “Global Leaders (Tough Leaders)” aimed at the capacity development especially to educate senior specialists of high professionalism in the field of nuclear safety and disaster response, senior nuclear engineers for industrial field. For that purpose a Curriculum Plan was developed. It includes already existed classes such as basic and specialized classes on nuclear engineering and nuclear safety/security classes. In addition to them, special social communication classes and classes of high level international liberal arts were developed. Practical training includes on-site training in Japan for 6 months and overseas on-site training for 1 year. As a result of this programme Japan will receive human resources working as leaders of globalization, for example, in IAEA. Also the future leaders will serve to the nuclear energy development in Asian and other countries. In the international advisory board were invited the representatives of Commissariat of Atomic Energy (France), World Nuclear University, European Nuclear Energy Network (ENEN) and Prof. Artisyuk from Central Institute for Continuing Education and Training (CICE&T). CICE&T, having signed Practical Arrangement with IAEA on training specialists for development of nuclear infrastructure and capacity building in emerging nuclear countries, is interested in establishing cooperation links between education and training (E&T) organizations of vendor countries in order to provide solid E&T platform for peaceful use of nuclear energy in new coming countries.

The visit of CICE&T delegation to Korea Atomic Energy Research Institute
On the February 18-24th delegation from Central Institute for Continuing Education and Training (CICE&T) visited Korea Atomic Energy Research Institute (KAERI) to discuss the potential of bilateral cooperation in the field of human resource development for emerging and expanding nuclear power programmes. The start of cooperation was done at the14th meeting of the Russian-Korean Joint Coordinating Committee on nuclear energy (Moscow, Russian Federation, August, 30-31st, 2010), when special working group was identified in the area «Organization of experts training in the field of nuclear engineering both in Russian and Korean universities and research institutes».
The CICE&T was nominated as a responsible organization of this project for coordination of the activities from the side of Russia. The CICE&T mission was invited by Nuclear Training & Education Center of KAERI which is CICE&T counterpart in the framework of Russian-Korean Joint Coordinating Committee on nuclear energy.
The mission purpose was:
- Familiarization with the Korean practice of the personnel training for a nuclear infrastructure of the recipient countries (according to IAEA terminology the nuclear infrastructure consists of three organizations: NEPIO (Nuclear Energy Program Implementation Organization - the Organization implementing nuclear programs), the regulatory body and operating organization);
- Familiarization with the Korean practice of the NPP operational personnel training;
- Familiarization with the Korean practice in the field of Nuclear Knowledge Management;
- Identifying the prospects of further cooperation between CICE&T and NTEC–KAERI.
NTEC-KAERI staff kindly arranged for CICE&T representatives visiting the Korea Institute of Nuclear Safety (KINS), the International Nuclear Safety School, Shin-Kori NPP that belongs to KHNP (Korea Hydro & Nuclear Power Co.) – owner of nuclear power generating sites in the Republic of Korea. From the first hand CICE&T representatives received the unique Korean experience in training staff of NPP being built in United Arab Emirates. Both sides agreed to have the next collaboration meeting in April 2012 in International Training Center of CICE&T.

«The Workshop on the international project ENEN-RU as a way of improving cooperation between European Union and Russian Federation in the field of nuclear education and training»
On January, 31st - February, 1st, 2012 in the International Center for Personnel Training of Central Institute for Continuing Education & Training (CICET) the Workshop on the international project ENEN-RU was held within the frames of EVRATOM -ROSATOM cooperation.
The main objective of the project ENEN-RU started in May, 2010 is to define the topics of potential cooperation between European Union and Russian Federation in the field of nuclear education and training. Responsible organizations on that issue are the European Nuclear Energy Network Association – ENEN and State Atomic Energy Corporation "Rosatom". Nuclear universities and training centres of Russia, and European Union participate in the project. From the side of ENEN the following participants contributed in the Workshop Ms.R.Kusumi (ENEN), Mr.P.De Regge ( ENEN), Mr.T. Berkvens (SCKCEN- Belgium), Mr. Martin Kropik (CTU- Czech), Alexander Lurk ( IKE- Germany), Petre Ghitescu ( UPB- Romania), Mr.J. Hascik ( STUB- Slovakia), Mr.P.Ravetto ( CIRTEN – Italy), Mr.R. Macian Juan (TUM – Spain), Mr.Melinte (TUM ).Mr.Mykola Dzubinsky – representative of EC made valuable comments on the further project development.
The senior manager of HR Department of “Rosatom” Pavel Sushkov informed about recent outcomes of the project in 2011- participation of “Rosatom” team in Nuclear Knowledge Management Workshop in Europe supplemented with facility visits in European research Centres.
The Director of the International Centre for Personnel Training of CICET Prof. Artisyuk informed the European partners on training programmes available in CICET for top managers of national nuclear infrastructure organizations. The European partners expressed interest for further development of joint educational projects including the European project CORONA on educational support of VVER technology in the Eastern Europe.
The Workshop held in Obninsk was productive for both sides European and Russian one. In a view of reached agreements required action plan was made to improve and enhance cooperation in education and training for Russia and Europe project partners.

Bangladesh Nuclear Power Programme Managers in CICE&T
04 – 17, December 2011 the group of specialists from the Bangladesh Atomic Energy Commission visited the Central Institute for Continuing Education and Training (hereafter CICE&T) under the IAEA Technical Cooperation Programme. The main objective of the visit was the introduction into the Russian experience of nuclear power plants operating, project management in construction and fuel supply, programmes for personnel training.
The training for visitors was organized in the form of lectures and further discussions with the leading specialists from EDO “Gidropress” on reactor design, CICE&T on fuel manufacturing and quality assurance and JSC “Atomstroyexport” on the project of NPP construction and financing. JSC “Neolant” contributed to the course with training module on NPP management.
In order to familiarize specialists from Bangladesh with the process of fuel manufacturing one day tour to JSC “Mashinostroitelniy zavod” in Electrostal city was organized. During this tour the group also had an opportunity to observe the organizational process on the acceptance of products by foreign customers.
The input information received in CICET was later benchmarked during facility visits at Novovoronezhskaya NPP - 1 (currently operating VVER reactors), Novovoronezhskaya NPP - 2 (currently under construction), Training Center of JSC Atomtechenergo and JSC Atomenergoremont, both in Novovoronezh city. It’s important to note that nowadays in Novovoronezh under construction is the Training Center for NPP - 2 which is announced to be a reference center for new generation of NPPs to be built both in Russia and abroad. Head of the Training Department of Novovoronezhskaya NPP - 2 made a comprehensive presentation of their experience of recruiting and training people and schedule requirements for installing the full scope simulator and other facilities associated with training.
As the main result of this visit both CICET and Bangladesh side agreed to cooperate closely in order to learn from Russian specialists the specifics of Russian experience in pre-construction, construction and commissioning stages of NPP that is very important for Bangladesh as for the country having embarked on the way of nuclear power development.

Rosatom DG Visiting International Training Center in CICE&T
On 2 December Sergey Kirienko, General Director of State Corporation “Rosatom” visited Obninsk where the first nuclear power plant is located. It is symbolic that in the current stage of nuclear power development the homeland of peaceful atom becomes the center for educational support to international expansion of Russian nuclear technologies. This is associated with the activities of two educational establishments: Obninsk Institute for Nuclear Power Engineering of National Research Nuclear University “MEPhI” under the Ministry of Education and Science of RF and Central Institute for Continuing Education and Training under Atomenergoprom.
CICE&T is the leading organization in the sphere of training personnel for national nuclear infrastructure for the countries embarking on the way of nuclear power developing. At the 55th General Assembly of the IAEA, CICE&T together with Rosenergoatom signed the practical arrangements with the IAEA on cooperation in training personnel for nuclear infrastructure in newcoming countries. As a part of these arrangements, together with the IAEA, the International Center for training national personnel of NPPs, including NPP operators, is being established. Director of this center, Professor V. Artisyuk introduced the current status and the plans for future development.
Nowadays the Center focuses its activity on the development of the series of courses for specialists of national nuclear infrastructure. Along with the course development the new generation of English speaking trainees will be grown to support global expansion of Russian nuclear education and training system. In accordance with practical arrangements, the Center will be engaged in translation of the IAEA publications on nuclear infrastructure. The planning horizon is up to 2015. In coming years international experts are supposed to join the course delivery. Of special importance is the review of the courses’ materials by the IAEA experts which is going to be completed in 2013. The focal point of 2015 is to grow Russian experts for the IAEA missions in newcoming countries. As one of the most important conclusions Professor V. Artisyuk stressed the necessity to start up Information & Training Center in the recipient country simultaneously with the first concrete at the NPP site. Such an approach envisages efficient support of the process of localization. The early start up will meet the challenge of workforce development at the stage of NPP construction and commissioning. At the peak time as many as 5000 of construction workers and 3000 of commissioning workers are simultaneously expected at the site. Training of this category of specialists is one of the main tasks of the Center before fuel loading.
After presentation of the Center Mr. Kirienko accompanied by CICE&T Rector Mr. Seleznev visited the international students’ dormitory and had a talk with Vietnamese student Mr. Vu Hoang Hai about study in Obninsk and future perspectives. At the closing ceremony Mr. Kirienko mentioned that Obninsk plays the role of incubator of future national technological elites.

CICE&T in Support of Nuclear Power Courses in Vietnam Universities
28 November the Central Institute for Continuing Education and Training (CICE&T) was visited by Vietnamese delegation to discuss plans for cooperation in 2012 in the field of human resource development for emerging the nuclear power programme of Social Republic of Vietnam. The leader of the delegation Mr. NGUYEN Viet Phuong informed Russian colleagues about status of HRD programme in Vietnam. Prof. Ha Manh Thu and Prof. Tran Kim Tuan both from Hanoi University of Science and Technology (HUST) explained the details of development NPP related courses in the School of Nuclear Engineering & Environmental Physics in HUST.
Characteristically enough both Prof. Artisyuk (CICE&T) and Prof. Ha Manh (HUST) in their professional development studied heat and mass transfer in nuclear power reactors by textbooks of Prof. Kirillov, who is a great authority in Russian nuclear power engineering.
As a result of the meeting the sides agreed on the necessity to develop a special course on the accidents in nuclear reactors with the stress on the heat transfer dynamics including the process in the core-catcher.
The course will be oriented to technical specialists as well as faculty staff of national universities developing nuclear programmes.

The Vietnam Nuclear Power Programme - Developing Competence and Capacity Building
An IAEA workshop on Human Resource Development Strategy of Vietnam including Nuclear Training Programme using simulators was held in Hanoi from 18 – 21 October 2011 in the framework of the IAEA Technical Cooperation Programme. Many important subjects were discussed with senior managers and personnel of key organizations involved in the Vietnam nuclear power programme. Those organizations included the Vietnam Atomic Energy Agency (VAEA), the Ministry of Education and Training (MOET), Operating Organization ‘Vietnam Electricity” (EVN), Vietnam Agency for Radiation and Nuclear Safety (VARANS), Technical Support Organization (VINATOM), Nuclear Training Centre (NTC / VINATOM), and Universities and Academia (INST, ITRRE, HUST, EPU).
The workshop has addressed such important areas as: key considerations for human resource development for a nuclear power programme; management vision for the training of NPP personnel; requirements for and experience in assuring personnel competence, recruitment, selection, training, qualification and authorization of personnel; use of simulators and modeling tools in support of a nuclear power programme; systematic approach to training; experience in development, supply, management and use of simulators for NPP personnel training and authorization; support needed and worthwhile from NPP Vendor countries; status and progress in the development of human resources for various organizations involved in the Vietnam nuclear power programme. That interactive workshop – using fruitful discussions - has particularly assisted Vietnam Colleagues to understand and further develop national requirements for the integrated management of human resources and workforce planning, as well as NPP personnel training and establishment of a reliable comprehensive national training system.
Three IAEA experts were involved including Alexey Kazennov and Alexandr Kroshilin, the Russian Federation, and Cristian Tiron, Romania. The international experiences, including Russia’s experience, were widely presented and appreciated by the workshop participants. It should be mentioned that the expert mission was led by Alexey Kazennov who is a consultant to the senior managers of the Central Institute for Continuing Education and Training (CICET). Participation of experts from the Russian Federation is one more evident indicator of existence, recognition and use of Russia’s valuable experience in developing human resources and personnel training for nuclear power programmes.

Pilot Course for Top Managers of NEPIO during Scientific Visit of Vietnamese Specialists under IAEA TC Programme in CICET
In accordance with practical arrangements signed by IAEA, JSC “Concern Rosenergoatom” and CICET to assist in training and capacity building in new nuclear countries, CICET initiated development of Training Course for Top Managers of NEPIO “Start-up of nuclear power programmes”. According to IAEA terminology NEPIO stands for Nuclear Energy Programme Implementation Organization. It’s obvious that human resource development policy is crucial for any nuclear power programme. As a rule each vendor country has its own system of nuclear specialists training and specific national traditions in personnel selection and recruiting as well as staffing policies of NPP. The newcomer countries face the challenge of accepting the training system along with technology from vendor country. The above mentioned course for managers of NEPIO being developed in CICET includes substantial portion of activities in the area of planning human resource development to staff operating organization from early stage of its development to commissioning of NPP.
The course for NEPIO was piloted during scientific visit of Vietnamese specialists from Viet Nam Electricity (Deputy Director of Organization and HR Department Ms. PHAN Thi Hong Hanh, Deputy Head of Organization and Human Resource Division Mr.TRAN Van Tuan) and Ministry of Industry and Trade (Deputy Director of Nuclear Power Department Mr.PHAN Ngoc Tuyen) conducted under the Agency’s Technical Cooperation Programme (02-15 October).
The training for visitors was designed not in the form of lectures but in the form of discussions with top HRD specialists from leading Russian organizations, including utilities (JSC “Concern Rosenergoatom”), organization responsible for NPP commissioning (JSC “Atomtechenergo”) and maintenance (JSC “Atomenergoremont”). The level of experts invited by CICET was rather high. Their list includes Deputy Head of HR Department Mr. S. Aksinenko, Leading Expert of HR Department Mr. O. Shmakov (JSC Concern Rosenergoatom), Head of HR Department Mr.V. Samusev (JSC Atomtechenergo), Head of Technological Department Mr. G. Izotov (JSC Atomenergoremont). As a result of discussions in CICET the Vietnamese side received valuable input data to elaborate on roadmap of national HRD programme to cover various areas including stage of NPP commissioning, stage of NPP operation supplemented with regular maintenance. Various options of NPP staffing were investigated reflecting specifics of maintenance organization either in the structure of NPP or from outsourcing.
One training day was fully devoted to introduction into activity of JSC “Atomstroyexport”. Specifics of localization process in a recipient country was presented by Mr. N.Poznyakov, Mr. F.Sai and Mr. O.Korovyakov (Division of International Business & Marketing), Mr.V. Kukhto (Head of Dpt. of Commerce) and Ms.Miruschenko (Dpt. of Construction).

As the main result of this visit both CICET and Vietnamese side agreed to develop the sequence of short-term training courses to go deeply in the specifics of Russian experience in pre-construction, construction and commissioning stages of NPP.

CICE&T was visited by delegation of Électricité de France (EDF) – cooperation of vendor countries in support of establishing national nuclear power programs in emerging nuclear power states
On 11 October CICE&T hosted the delegation of Électricité de France (EDF, France) on request from Rosenergoatom. The delegation consisted of Henri Pelin (Deputy to Vice-President – International Projects), Jean-Luc His (International Business Manager), Michel Pradier (Senior Project Manager) and Gerard Bischoff (Ph.D. Nuclear Spectroscopy, MBA International Affairs). A.G.Krupsky, Director of Personnel Training Department of Rosenergoatom was in charge of this visit and coordinating the agreements between IAEA, CICE&T and Rosenergoatom signed on 19 September regarding mutual support in organizing training courses to develop human resources in emerging nuclear power states.
The EDF delegation was interested specifically in the CICE&T activity in this area. The French guests were received by Yu.N.Seleznev, Rector of CICE&T and V.V.Artisyuk, Director of International Center for NPP Personnel Training. The issues discussed at the meeting concerned training of personnel for nuclear power plants under construction in other countries. V.V.Artisyuk informed the visitors about the leading role of CICE&T in developing programs in assistance of setting up infrastructure in emerging nuclear power countries. The guests heard about the CICE&T mission and history (N.Airapetova) and presentations on various activities of CICE&T were made by heads of the key departments: Center for technical competencies (V.Aspidov), Center for psychological support to nuclear personnel (E.Volkov), Center for technical training aids (S.Usenko).
Both sides expressed their willingness to further develop the cooperation. The nearest goals are holding, within the Rosenergoatom-EDF cooperation program, a joint workshop in EDF in 2012 with a view to discuss possible involvement of industrial and operating organizations in training and continuing education and organizing a visit of experts from Rosenergoatom and CICE&T to the EDF personnel training centers in order to exchange experience. The delegation went to the first-in-the-world NPP in Obninsk and took pictures by the monument to Igor Kurchatov, founder of the nuclear industry in the Soviet Union. As part of the social program, they saw the battlefield by Maloyaroslavets where Russian and Napoleon troops clashed in 1812. Here, members of the delegation paid tribute to the memory of killed Russian and French soldiers.

Advancing Human Resource Development and Training for New Nuclear Power Programmes
22 September 2011 - A strengthened cooperation between the IAEA and two Russian organizations - the JSC Concern Rosenergoatom and the Central Institute for Continuing Education and Training (CICET) - will support nuclear infrastructure development and capacity building for new nuclear power programmes.
"Practical Arrangements" for this cooperative initiative were signed by the First Deputy Director General of Rosenergoatom, Vladimir Asmolov, the Rector of CICET, Yury Seleznev, and the IAEA Deputy Director for Nuclear Energy, Alexander Bychkov, at the Agency's Headquarters on 19 September 2011.
The cooperation will focus on:
- Assistance in training and capacity building, including development of joint educational and training courses on human resource development required in countries embarking on nuclear energy programmes;
- Joint expert missions to assess country requests for support; and
- Exchange and dissemination of information, including joint publications.
"We appreciate that Russia is willing to support newcomer countries with infrastructure development through these Practical Arrangements", said Mr Bychkov. "For any cooperation to be successful, it must benefit all parties. The primary beneficiaries of these Arrangements will be countries who wish to develop human capacity needed to implement nuclear power. Russian experts will be engaged at an international level; and the Agency will benefit from Russian experience and expertise", commented Mr Bychkov.
CICET is the education and training institution of the State Atomic Energy Corporation Rosatom, providing education and training services for the Russian nuclear industry and for countries embarking on nuclear power.
The JSC Concern Rosenergoatom is the Russian nuclear power plant operating organization with more than fifty years of experience in the operation of nuclear power plants.
Both organizations provide a wide spectrum of nuclear training, ranging from basic training courses to specialized, practical training for managers and personnel involved in all phases of the life cycle of a nuclear power plant, and in all phases of building nuclear infrastructure.

Cherishing the future experts in nuclear power development of VietNam
To build the capacity of experts in emerging nuclear power is not limited within the area of managerial and technical competencies only. Successful work in multicultural and multilingual communities becomes the crucial factor in establishing national nuclear leadership infrastructure. Knowledge transfer is a meaningful prerequisite for technology transfer, but cultural interference appears to be the basis of all the above. It is difficult to be measured and it is impossible to be established by rules or regulation. It goes from heart to heart.
In this regard the private visit of Mr. Vu Dang Ninh– former Director of Administration Department in Vietnam Atomic Energy Institute (VINATOM) - in Obninsk appears to be a remarkable step of Viet Nam-Russia cooperation in human resource development programme.. He came with wife to meet their son who is studying nuclear power in Obninsk. This visit was hosted by International training Centre of Central Institute for Continuing Education&Training (CICE&T). The Director of Training Centre – Prof.Artisyuk himself has an experience of studying and working abroad and very well aware about difficulties and specifics of surviving and working in different cultural environment. Investigation of historical background of national mentality is one of the important tools.
They visited historical places nearby Obninsk city that manifest victorious efforts of Russian nation: Maloyaroslavets town – symbol of Russian victory in Russian patriotic war 1812 against Napoleon invasion (monument of Fieldmarshall Kutuzov); museum of legendary military leader of Soviet Red Army Marshal Georgy Jukov whose name serves as a symbol of the main Soviet victories in the WW-II (Khalhin Gol, Moscow battle, Stalingrad, Berlin operation). Several pictures were made relating Russian nuclear power development – symbolic picture near Branch of National Research Nuclear University – MEPHI and monument to Academician Igor Kurchatov – founder of Russian Nuclear Programme – in front of Central Institute of Continuing Education and Training that supports the International Campus in Obninsk. The special value for hosting organization was brought in the form of the impression of Mr. Vu Dang Ninh about his visit “After visiting my son, I am very satisfied for living and studying conditions of my son in Obninsk. I feel the priority of the Russian Government and the Vietnamese Government for my son's class. They has received the best living and studying condition in Russia. During my stay in Russia this time I have had a chance to visit Moscow and Sankt-Petersburg and some universities there. I perceived that the dormitory of my son in CICET is very comfortable and is one of the best.
I noticed that after 10 months study in Russia, my son has grown a lot. He can speak Russian, can understand what Russian people say, can guide his parents to visit many places in Russia. Specifically, he is able to live independently. The Russian people are very friendly and help us in caring our children – the future experts of Viet Nam nuclear power industry”.

“Train-the-Trainers” approach for start-up of nuclear education in new nuclear countries. The case of Belarusian universities
On 15-19 August 2011 the Central Institute for Continuing Education & Training (hereinafter - CICET) organized a special training for teaching staff of technical universities of Republic of Belarus engaged in national nuclear educational programme supporting the national human resource development strategy for nuclear power. The course entitled “Reactor Island: Physics and Equipment, for Engineers” was provided by the CICET branch in Balakovo in association with the Personnel Training Center of Balakovo NPP. The objective of this training was to familiarize the university staff with the reactor equipment configuration and appliance, characteristics, Main Control Room, chemical shop equipment and main principles of safety standards at NPP and training programmes for the NPP personnel. The course was designed as a sequence of theoretical lectures followed by facility visits and exercises with the use of the full scale simulator.
Training course has a special informative value for the design of national system of professional training for nuclear engineering in the Republic of Belarus focusing on the nuclear power development direction. Following the Systematic Approach to Training applied by CICET in the course development especially important appears the feedback of Belorussian professor from International Sakharov University Prof. Timoschenko:
“The course appeared to be very useful. It allowed to form a common view among instructors of International Sakharov Environment University about the operation of NPP with VVER type reactor. The knowledge gained will be used in teaching a professional disciplines at the specialty "Nuclear and Radiation Safety" in the Republic of Belarus. In the future it would be very useful to organize specialized courses depending on the areas of training in fuel management, pool loading and unloading, the organization of radiation control, the work of Nuclear Safety Department, arrangements for emergency response”.

Planning of personnel training activities for the first nuclear power plant in Vietnam
On 19-22 July 2011 a mission of SC “Rosatom” led by Dr Yu.N.Seleznev, Rector of Central Institute for Continuing Education and Training (CICE&T) was working in Hanoi. The mission team also included Dr. V.V. Karezin (Project Director, SC “Rostaom”), Dr. V.V. Artisyuk ( Director of International Training Centre, CICET) and A.Yu.Yuzhakov (Head of engineering center for ensuring human factor reliability and personnel training, VNIIAES). The mission was aimed to discuss the best international and Russia’s practices and recommendations in reliable provision of human resources for the first country’s NPP and a plan of priority activities in developing human resources and establishing training system for the Vietnam NPP. The meeting was held with the management of EVN - the electricity generation company in Vietnam accounting for 67% of the installed power generation capacity in the country. EVN is the company which will become the operating organization for the first NPP in Vietnam and be responsible for education, recruitment, training and qualification of NPP personnel. The meeting focused on the ways of accelerated training of specialists for the Vietnam nuclear power sector, so that by the time the NPP is put into operation all staffing requirements are met, for all categoriers of personnel including operators and managers. The sides have agreed on the need to establish, as soon as possible, a training system including the training center for the Vietnam NPP. The training centre will serve for training of the site personnel throughout construction, commissioning and operation phases. Significant part of training is to be conducted in Russia and will concentrate on practical aspects, and will include hands-on training using simulators and on job training at a reference NPP. Among other issues discussed, was training and development of Vietnam instructors for the national training center.

Members of the mission visited Electric Power University - the EVN corporate university engaged in education by university programs and continuing training of EVN technical specialists and managers. Last year the Nuclear Power Development Division was opened in the corporate university, with 58 students already studying there. The plan is to enroll as many as 100 students every year. Traditionally, the corporate university has been maintaining strong links with the Moscow Energy Institute, the core of the teaching staff being the MEI graduates. Starting from 2011 the Russian language courses are being conducted in the corporate university. All this offers good opportunities for pursuing post-university career paths for Vietnamese specialists, who are supposed to receive practical training at the reference NPP in Russia.
The participants of meeting also acknowledged the need in organizing courses for advanced training of instructors in technical disciplines (reactor technologies, reactor physics, thermohydraulics, radiation and nuclear safety), with the practical classes to be held at Russian NPPs.

Yury Seleznev, Rector of Central Institute for Continuing Education and Training
– Mr. Seleznev, “Rosatom” has announced the international expansion of Russian nuclear technology. How do you see the participation of your institute in this process?
– The concept of Institute development, approved at the end of late last year in “Rosatom”, defines training&educational support for “Rosatom” international initiatives as the main strategic objective of the Institute. To achieve this goal in 2010 International center for NPP personnel training headed by Prof.Artisyuk with work experience in the international organizations and universities was established. The first task set before the center was the development of programs and training for specialists from organizations of national nuclear infrastructure in the emerging nuclear countries. In 2010 five courses were developed. These are courses on the preparation of bid invitation, site selection and qualification, fuel management, physical protection and project management on NPP construction. Six groups of specialists have been trained at these courses - 4 groups from Egypt last year, and one each from Bangladesh and Vietnam this year. We also plan to develop at least five more courses and conduct pilot training on them for the same countries.
– Mr. Seleznev, how do you define the list of the courses?
- The main outlines of personnel training for the national nuclear infrastructure are identified by IAEA documents. Basing on these recommendations, we have prepared a list of the 20 courses that provide training to build up the competencies of infrastructure specialists needed to build so called NEPIO (Nuclear Energy Programme Implementation Organization), regulating authority and operating organization. This list was discussed with industry experts and approved by the Directorate of the Nuclear Power Complex. This list is not final and can be expanded according to the needs of recipient countries.
– Who pays for the development of such courses?
- Funding for the development is carried out within the framework of international strategic project implemented by HR Management in “Rosatom”.
– After the training of specialists for the infrastructure, what are the perspectives of your Institute?
- Currently, the program on personnel training for overseas nuclear power plants of Russian design is awaiting approval. To implement this program, the consortium of leading industry organizations is setting. We expect that "CICE&T" will be able to carry out theoretical training of operating personnel and senior managers.
– As far as I know, managers’ training has been the function of "CICE&T" for many years, however your organization has never been engaged in the NPP personnel training.
Right you are. But first of all for many years “CICE&T” trains NPP specialists including operating personnel on various aspects of their activity. For example, the issues of safety culture, nuclear and radiation safety, industrial safety, fuel cycle technology, besides many courses on technical competencies. Second, last year, at the order of "Rosatom" “CICE&T” was appointed as a head of the scientific-methodical system of NPP personnel training. Under the project on a system of personnel training development, we have been developing regulations on training organization, model programs and educational materials for operating personnel training. Third, under the project on infrastructure we have developed courses in Reactor and Turbine Island, pilot trainings in which we plan to hold in September - October this year. Fourth, in recent years the staff of the Institute has been replenished by highly qualified professionals with experience in practical work at the NPP and Training Center.
– But training of operating personnel will require practical part.
Of course. For this purpose we have reached an agreement with "Rosenergoatom" to conduct practical trainings in our branches, established on the basis of Training Centers of nuclear power plants. We already have positive experience in conducting practical trainings together with Balakovo NPP Training Center.
– The last question, about your current presentation on Information-Training Center, what is it?
We consider the Information-Training Center as an individual object of the infrastructure, which should ensure the implementation of tasks on information work and promotion of nuclear energy among the population, vocational guidance and advanced training of NPP site all personnel. This is an individual commercial product, which we expect to make available under the contract on the NPPs construction together with our colleagues in a consortium setting: "Concern Rosenergoatom", "Atomtekhenergo" and “VNIIAES”.

Scientific visit of top managers of Nuclear Power Programme of People's Republic of Bangladesh under the IAEA’s Technical Cooperation Programme
From 30 May to 8 June, the Central Institute for Continuing Education&Training (hereinafter “CICET”) hosted the scientific visit of top managers of Nuclear Power Programme of People's Republic of Bangladesh under the IAEA’s Technical Cooperation Programme. Within this scientific visit the Bangladesh team took the course in “Project Management for NPP under Construction” in St-Petersburg Branch of “CICET”, participated in the International Forum ATOMEXPO-2011 in Moscow, especially contributing the round table discussion on “Prospects of nuclear education in the countries embarking on or expanding their nuclear power programmes”, and participated the course on “Guidelines for quality and reliability assurance programmes” in the Headquarter of “CICET” in Obninsk. Within this visit both sides identified the sequence of the next steps towards development of national nuclear infrastructure of Bangladesh and elaborated on triangle efforts (Bangladesh, Russia, IAEA) reflecting the IAEA concept of “soft coordination”.

The Technical Workshop on the topic “The Development of Curricula for Training of Foreign Specialists in Small-Power Nuclear Plants in Russia”
The Technical Workshop on the topic “The Development of Curricula for Training of Foreign Specialists in Small-Power Nuclear Plants in Russia” organized by the International Center for NPP Personnel Training chaired by Dr.V. Artisyuk was held on the 7th of June at CICE&T.
The Workshop was attended by the representative from IAEA Mr. M. Hadid Subki (Technical Lead, SMR Technology Division of Nuclear Power), the representative from Singapore Energy Studies Institute Mr. Hooman Peimani (Head, Energy Security & Geopolitics). Russian party was presented by the leading specialists from IPPE - Mr. G.I. Toshinsky, Adviser; Yu.D. Baranaev, Head of Lab.; O.G. Komlev, Deputy Director of the Inst. of innovative technologies; LTD TVELL - O.E. Muratov-Saint Petersburg; OKBM - Yu.P. Fadeev, Chief Designer, V.I. Polunichev Deputy Chief Designer.
Presentations of Workshop participants and discussion focused on the potential of small and medium power NPP for the global market, safety aspects of SVBR-100, Floating small-power nuclear plant KLT-40S and Underground NPPs on the basis of the nuclear ship propusion.
Discussion of the training courses for foreign specialists developed in the CICE&T took place in friendly conditions and atmosphere of mutual understanding.

The Forum - Dialogue with the participation of Russian and Vietnamese organizations
According to the plan of measures for cooperation with Vietnam in the field of Atomic Energy, on April, 13-14 2011 in Fangran city of the Vietnamese province of Ninh Thuan, where a site for building nuclear power plant on Russian technology has been chosen, the Forum - Dialogue with the participation of Russian and Vietnamese organizations was held by “Rosatom”. The Russian delegation included representatives of the apparatus of “Rosatom”, JSC “Atomstroyexport”, OJSC “Concern Rosenergoatom”, “Nuclear Energy Information Centers” and "Central Institute for Continuing Education and Training"(hereinafter – CICE&T).
Presentations by CICE&T formed the basis of staff training section of this event. In the presentation of the Rector of CICE&T Prof. Yu. Seleznev the concept of training - information center of nuclear power plant (hereinafter - TIC) was proposed to the Vietnamese side. The main idea of the concept is the creation of TIC, which should be designed and built by the beginning of the NPP construction, that will meet the challenges of promoting the nuclear power plant as an employer, career guidance of school graduates, and recruiting activities, and implement staff training on working specialties (rigger, slinger, fitter, etc.), training of construction and installation other contractors staff in the following areas: safety culture, norms and regulations in the field of atomic energy, courses of safety (labor protection, electrical safety, industrial safety, fire safety, etc.), specialized courses (metal control, metrology, lifting devices, installation of cable networks, etc.).
As a reference project of TIC at the suggestion of OJSC “Concern Rosenergoatom” the Novovoronezh NPP-2 TIC was adopted. The development of training-materials base for TIC is rather laborious process, requiring the involvement of a large number of highly skilled nuclear scientists, trainers and teachers. To solve this problem it is proposed to arrange a consortium consisting of leading industry organizations: OJSC "Concern Rosenergoatom”, “CICE&T”, JSC “Atomtechenergo” and JSC “VNIIAES”.
Advance construction of the TIC will allow implementing the part of the theoretical training of operational personnel in Vietnam that, on the one hand, will relieve the educational institutions in Russia, which will have to implement several educational projects in parallel, on the other hand, to save money on training for the Vietnamese side.
In the presentation of Vice - Rector for international affairs Prof. V. Artisyuk there was presented CICE&T experience in training for the national nuclear infrastructure in the countries that have embarked on nuclear power programmes. The infrastructure includes Nuclear Energy Programme Implementing Organization (NEPIO), the regulatory authority (regulator) and the operating organization (operator). Depending on the phase of development, it is important to allocate two categories of human resource: the personnel of the nuclear infrastructure before the start of works on the construction of the NPP and the NPP operation personnel. On the quantitative characteristics the operational personnel of the NPP is the most resource-intensive. However, the formation of the authorities of the national nuclear infrastructure at an early stage can have a significant impact on the implementation of the overall programme.
The peculiarity of training for the national nuclear infrastructure is the breadth of the request of the intended recipient. Needs analysis conducted within the framework of Infrastructure development has identified the following list of courses that are necessary to have in the package of proposals for foreign customers:
- Preparation of bid invitation for the construction of the first NPP
- NPP site selection and qualification
- Characteristics and design of nuclear fuel, including safety margins
- Security and physical protection of NPPs and the relationship with safety and safeguards
- The formation of the regulatory body (Note: the course is organized in cooperation with “Rostekhnadzor”)
- The secondary circuit equipment: the requirements for the manufacturer, quality control, guaranteeing, maintenance and repair
- Uranium geology and fuel production
- Research reactors - safety issues and isotopes production
- Irradiated fuel: management, recycling and non-proliferation issues
- Introduction to nuclear technology
- Russian computer codes for safety analysis
- Gen-IV reactors
- Small power reactors
- Project construction management
- Emergency preparedness
- Basic courses for NPP staff
- Course on Turbine Island
- Course on Reactor Island
- Course on electrical separation hall
- Course in measurement systems and automation
To conduct courses leading experts of the industry are involved. The courses are designed for 100 hours of theoretical training, including the facility visit to the NPP.
In one of the schools in Fanrang CICE&T representatives participated in the open lesson dedicated to nuclear power. During the lesson Prof. V. Artisyuk provided a brief explanation of the nuclear power industry peculiarities. After that there was a scholars competition and the contest for the best picture on the future of Fanrang city. It is interesting to note that the motives of NPP construction dominated in the pupils’ drawings. In the picture there are the Vietnamese students, the jury and a short lecture on nuclear power.

“Safety culture: practical management methods”
The Central Institute for Continuing Education and Training (CICE&T) will hold the international conference: «Safety culture: practical management methods» on June 27-30, 2011 in St.-Petersburg.
The conference is aimed at sharing experiences in safety culture management at nuclear facilities both in Russia and abroad.

- roundtables to discuss methods of safety culture management and experience of their application;

Delegation from Malaysia
March 16-18, on request of IAEA Department of Technical Cooperation Central Institute for Continuing Education and Training received a delegation from Malaysia. Its membership included the representatives from the Universiti TENAGA Nasional: Prof.Muhamad Zambri Yussoff (Head of delegation), Mr Norshah Shuaib (a specialist in nuclear power engineering and mechanics), and Mr. Shamsul Sulaiman - a specialist in nuclear energy and the quantum of the National Company Berhad (Tenaga Nasional Berhard-TNB) - one of the largest power generating companies in South-East Asia. Malaysia has an extensive network of universities that can provide training for specialists, inclusive of those for nuclear power. However, Universiti TENAGA Nasional is somehow unique - it is one of the first private universities in Malaysia and is wholly owned by the power generation company TNB. The University is rapidly moving towards becoming a regional center for high quality education. According to the plans of development by 2012 the University is to create a cluster of nuclear specialties (bachelor’s, master’s and postgraduate programmes) and become a Regional Nuclear and Technical Education Center in South - East Asia. The request to CICE&T is connected to the fact that here since 2009 the courses aimed at the establishment of national nuclear infrastructure of potential recipients of Russian nuclear technology have been implementing. Following the visit the parties signed a memorandum according to which in CICE&T there will be training courses organized for teaching staff to open the specialities related to the training of specialists for nuclear energy in the Universiti TENAGA Nasional.

Vietnamese New Year was celebrated in Obninsk
CICE&T organized celebration of the Vietnamese New Year – Tet for the Vietnamese students receiving their education in Obninsk. The holiday atmosphere was created by the Vietnamese music and festive dishes cooked by the chef invited on this occasion from a Vietnamese restaurant to Obninsk.
The Vietnamese students, prospective nuclear engineers, study the Russian language and Russian culture in Obninsk. The greetings were, therefore, in two languages- Russian and Vietnamese. V.V.Artisyuk, the CICE&T Vice-Rector for International Affairs congratulated the students on behalf of P.G.Shchedrovitsky, Deputy General Director of the State Corporation “Rosatom” and on behalf of the State Corporation Personnel Management Department.
The CICE&T management does realize that adaptation of Vietnamese students is key for further cooperation between Russia and Vietnam in the field of nuclear power and does its best to make their living here as comfortable as possible.

Completion of training courses
On the 10 th of December in "Central Institute for Continuing Education and Training" there was a ceremony of awarding certificates of training courses completion to the group of experts from NPPA-Nuclear Power Plant Authority-Egypt. Advanced training was held by 20 Egyptian specialists on “Characteristics and design of nuclear fuel including safety margins” and “Security and Physical Protection of NPPs and the Relationship with safety and safeguards”. The group was led by deputy chairman of NPPA - Mr. Khalil Yasso. As the part of training Egyptian specialists visited JSC Machine-Building Factory of Podolsk and Balakovo Nuclear Power Plant. The training held is the second event organized for Egyptian specialists on the basis of “CICE&T” (the first took place in august) in collaboration with Governing Body of Nuclear Power Complex, HR Department of “Rosatom” and OJSC Rosenergoatom Concern.

The first group of Vietnamese students arrived to Obninsk
On the 27 th of October, 2010, the first group of students arrived to Obninsk from the Socialist Republic of Vietnam; they will begin training in the specialty "Nuclear Power Plants" at the Obninsk Institute of Nuclear and Power Engineering, branch of Moscow Institute of Applied Physics. By the arrival of Vietnamese students the hotel of “Central Institute for Continuing Education and Training” has been specially equipped with a set of premises for accommodation, including comfortable rooms, a kitchenette, lounge area and the audience for learning the Russian language with which the comprehension of the specialty for the students will begin. Cooperation between the two Obninsk Institutes is the basis for the transformation of Obninsk to the area for the International Centre for training of foreign specialists - not only students but also managers designed to lead the nuclear programs in recipient countries of Russian nuclear technology.

Delegation from the Socialist Republic of Vietnam
On the 22 nd of October 2010 "Central Institute for Continuing Education and Training" (Obninsk) was visited by the delegation from the Socialist Republic of Vietnam led by Deputy Minister of Science and Technology Mr. Le Dinh Tien. The Vietnamese side has shared plans to create the Vietnam Center for Nuclear Science and Technology which aims not only to support the development of nuclear energy but also the introduction of nuclear technology to non-energy industries and medicine. The visit to Obninsk was governed by the fact that this science city offered a wide range of activities associated with the creation of the Centre - from general questions of nuclear education to training of specialized teams of scientists for specific scientific objectives. In "Central Institute for Continuing Education and Training" Vietnamese colleagues were presented courses on preparation of tender documentation, site selection and specification, brachytherapy and safety of research reactors, developed in cooperation with the brunches of this industry and association of brachytherapists of Russia.

In August 24, a high-ranking delegation of the People's Republic of Bangladesh visited the CICET. The visit was headed by the Secretary of the Government Abdur Rob Houleyder. The delegation comprised the Bangladesh ambassador to Russia Sayful Hoku, the chairman of the Atomic Energy Commission Mosharaf Hussain, the General Manager of Bangladesh Energy and Power Company Nazim Uddin, senior officials of the agency as well as of the Ministry of Science.
The Bangladesh delegation was presented with the new training courses developed by the CICET to support nuclear capacity building in the countries that are potential buyers of Russian nuclear technologies.
The Bangladesh delegation expressed its interest in cooperation in the field of training of specialists for national nuclear industry.

Training courses for the Egyptian Nuclear Power Plant Authority

In August 2010 the Central Institute for Continuing Education and Training held training courses for the Egyptian Nuclear Power Plant Authority on “Preparation of the bid invitation for the first NPP” and “Site selection and qualification”. These courses have been developed at the request of the Egyptian side. Leading specialists from Rosatom’s enterprises such as JSC “Atomenergoproekt”, JSC “Gidropress-OKB”, the CICET as well as employees of the Kurchatov Institute and the Federal Service for Ecological, Technological and Nuclear Supervision took part in the development of courses. As part of the training Egyptian experts have made a familiarization tour of the Kalinin nuclear power plant.
